Now. Sadly I've seen this coming. I also think it is a potential problem. However.
Fix the fucking leaks. Simple.
The charity wants money to to promote saving water. Meters and education programmes aren't free. So, basicaly their saying, pay money (another tax, coz CO2 didn't work) so we can tell you how to save money. Plus, because you gots a water meter, we'll help whatever government to tax you on usage.
With rainfall in the UK as it is. I think there should be more emphasis on storage, not meters.

i'm not fully up to speed on the whole thing but storage does sound like the better option.

i was going to go on water meter,because my water payments are based on the avarage home near me,lol,but i live on my own,the others have more than one person using the water in the home,lol,mine is what i call a gestimate,i never use £35 a month in water,i dont drink hot drinks or squashes,but do have a bath every day,not deep lol
