the only credible reference i found was from the canadian press and the story is from 2001...so not the same event. my guess is it was probably a manatee for both incidents. they cause people to freak out all the time when they wash ashore and are rotted or missing their heads. www.cbc.ca/news/story/2001/08/01/NF-creature-01-08.html
