Years ago when i was 18, i had the same sort of experience!
I was driving down a long straight bit of road with my girlfriend at about 10.30pm,when i thought i saw someone hitching a lift.!..It was a cold damp drizzly night,so i said to my partner that i would give him a lift as she thought she saw someone too.!.I pulled over in my little 2 door escort,my girlfriend opened the door to let them in, as the seat had to be pulled forward but nobody was there?,next to where i thought i saw the person was just open fields!.I turned my car around drove back up the road a few 100 yards then turned back again but not a sign.With that,i put my foot down and got my spooked ass to the nearest town ASAP

I was alone at a bus stop once about 4 years ago,in broad daylight,i was looking up the road for the bus i was expecting,when behind me i heard a mans voice say clear as anything,'bloody buses' i turned round to agree and there was nobody within 50 yards of me,about 2 weeks later i was sat on a wooden bench overlooking the sea,nobody else around and the wooden slat i was sat on pushed me up like somebody had sat down on the other side.surprisingly i was stone cold sober on both occaisions!freaked me out thankfully

In this case I think it is a Lens flare caused by the Sign. The Fog adds to this 'Illusion'.

cant rule that out wes, but it would still creep me out,as i so reminded me on my sighting!
